How to weld and cut in cricut?

I want to make a book mark. There is the black cardstock, and a smaller white cardstock that I will glue on top to make a boarder. I want to cut a circle through both papers so I can put a string through it. How do I get the circle to cut through both layers evenly? Right now it is just a circle and two rectangles grouped.

    Let’s see if I can explain this, not good with writing instructions.  I have the silhouette machine.

    You have two different cuts. One cut design for the black paper.  And a second cut design for the white paper.  You need to take the the circle and put it in the black a paper design.  Then put it on the white paper design. You need to cut out your black paper, then your white paper. 

    They are two separate designs. Two different cuts.
