    Because generalizations are never true.

It means that even if something is so unlikely to happen that it never will happen, it could still happen in an unusual situation. It is a reminder to be thoughtful and consider various possibilities.

Why are there any quotes?  Someone said something that someone else repeated.

Know how people use the quote, "Go away Ben/Felicia?"  It's the same thing.

Because someone said it once, and it's a catchy phrase so other people like to say it.

two negatives make a positive, another way of saying don't give up and a good reason to keep quiet

It's simple, easy to say, and has an irony to it even if there is some good advice cloaked therein.  There's a lot going on there for just three little words, two of which are the same.
