what proportion of men cannot grow a full beard?

I can grow a full goatee, that's it.  The rest of my face has extremely sparse facial hair.  There is a little bit under my chin, on my neck, but my cheeks are perfectly smooth, with maybe a dozen or two hairs on them.  I assume this is very rare, but I can't find an exact figure.  Would you say it's as rare as being ambidexterous, which is about 2 percent of the population, or more rare?

Sorry, I meant there's a little under my jawline, there's actually a lot right under my chin.  I can grow a pretty good goatee.  It's the rest that's missing.

    Having barely noticeable facial hair is certainly not rare.
