Unsafe work conditions during Covid19?

A family member works at a dealership that sales off road machines. They are working from home to gain customers but also are required to go in and "finish the deal". They meet the customer at the dealership outside "curbside" The issue he is having is that he meets with customers and the dealership makes them wear gloves, but are still so close to each customer. The showroom is closed so depending on the day there is people lined up and down the street waiting to get paperwork done. Some stay in their vehicles and others are walking around the parking lot. The family member is scared to say anything about the work atmosphere due to retaliation but his health isn't the greatest. He is a diabetic and when he gets sick, he gets really sick. He wants to file for unemployment but is afraid he will not qualify only because he feels the work atmosphere is unsafe and could potentially contract the virus so it may not be enough cause to quit. He has a family with small kids and doesn't know what his legal rights could be in this situation. Any help is appreciated.

    He will not qualify for unemployment if he is voluntarily not going to work.

    Those conditions are not unsafe. He needs to work, or find a new job.

    The business wouldn't be operating here either.  However, as he's working he cannot claim unemployment.

    You know, you leave out the one piece of information that makes it so no one can answer. What State you live in. Since every state is different, some mandate, some have no restrictions, and everywhere in between. In my state of Washington, that business being open would be illegal. Other states have no restrictions.
