If you are just talking fantasy authors, Piers Anthony was incredibly popular through the 80s and into the early 90s for his Magic of Xanth series.  Sadly, he is almost forgotten now.

That would have to be Shakespeare of course,   but then, he had a hell of a head start on most.

    Define 'biggest'.

    Then we can talk.

What do you mean by "biggest"? Do you mean best selling? Or most popular? There was a time when everyone on a plane seemed to have a John Grisham book. Then it was Tom Clancy. But that was a very different audience from Rowling. Stephen King was very popular in the 1980s.

There was a lot in the 20th century. But J.R.R Tolkien (The Hobbit and The Lord of the Rings author) would probably the biggest Fantasy writer before Rowling.
