Is it neglect not to change a dogs/cats water everyday?

    Not necessarily. I generally do it daily, but forget to from time to time.

    They need fresh water regularly. If you miss a day they will be okay.

    Once a week wash the bowl out with soapy water and then give it a thorough rinse (best to have 2 bowls)

    No. Me Basset Hound puppy drinks from the river. NO TAP WATER FOR HIM!!!

    I give my cat clean water everyday and I clean her bowls some other day

    Yes, would you drink stale water? it becomes full of bacteria.

    No. Every other day is fine as long as it's not empty

    We have a automatic water dispenser hooked up to our cold water. It empties and refills the bowls 4 times a day for the dogs(which was a pain in the a-- to get right). The cat gets fresh water 3 times daily.

    Every DAY??    Heck I'm changing the two bowls mine have (one raised, the other not) at least twice that each day!!

    It depends on how they're getting their water. If it's running through some sort of filter, like most pet fountains have, then it would only be neglect if you weren't making sure there was enough in it.

    Yes, it is because the dog/cat would know it.
