Refund for taxes you overpaid in 2017 has nothing to do with your "stimulus check".

That's like asking, "If you gave your favorite sweater to your sister in 2018, how do you get to Tacoma?"

Refund doesn't matter. IF they do not have banking info, they will mail a paper check.

No, if they have your banking info they will direct deposit. They only mail you a check if they do not have your banking info.

If you filed taxes but did not get a refund and you do not get social security benefits, then they will print out a paper check, put it in an envelope, and send it to you by U.S. mail.

A previous refund is not required. If you provided electronic banking info to the IRS in 2018 (whether you owed money or got money back) then you will get your stimulus check electronically. If you filed taxes via paper, then the check will be mailed to your residence.

It has nothing to do with whether or not you got a REFUND.  If you filed a federal income tax return in 2018 or 2019 you will get a stimulus check if your income is under $75K.  Same goes if you get social security.

If you don't get social security and you didn't file a federal  income tax return then you will have to wait until the IRS has devised the form for you to use and has made it public.

If you were a dependent on someone else's federal return you don't get a stimulus check.

People with direct deposit will get their checks much sooner than those who don't use direct deposit for social security or IRS tax refunds.

Getting a refund in 2018 or 2019 is not required. As long as you filed your own return and were not claimed on someone else's, you qualify.

You don't have to have received a refund. You have to have filed taxes in 2018 and or 2019. Or get social security income. If you didn't/don't you won't get the stimulas.

An economic impact payment has nothing to do with whether one overpaid one's taxes in 2018 or not.
