Is it safe to jog or walk outside during this outbreak?

    It is if you aren't under a legal stay-at-home order and if where you live and plan to jog or walk allows you to practice social distancing and isn't some highly congested urban area.  You do have to remember to have hand sanitizer and sanitize your hands before and after touching things, like public doorways you might go through, crosswalk buttons, etc.

    as long as you can and do stay from other people (6 feet) and use a mask.

    Yes it is safe (as long as you don't do it in a group or a crowded place).  Being outside is actually safer than being inside.  Though physical distancing is important either way.
