If one does not file income taxes, because of lack of income on SS Etc., are they no longer considered an American?

Update:

If not considered and An American Should they vote this fall

    Sure they are considered American.

    Their citizenship wouldn't be affected by failure to file tax returns. But even those who don't earn enough to pay taxes are encouraged to file returns.

    Not having a tax liability does not cause loss of citizenship.
