Is a biological male competeing against women the same as a steroid bodybuilder vs a natural?

No, actually, it's the same as a natural competing against a natural or a steroid bodybuilder competing against a steroid bodybuilder.
Biological males who identify as female and compete against women take powerful drugs that block the action of testosterone and ensure that they don't have any unfair advantage.

Close to it.
I wonder, will the sports industry give the medals back to the Russian Olympic "Winners". Medals they were deprived of, yet, so well earned by today's standards.

You'd probably notice more difference in the peak of a man vs woman, than a natural body built man vs a steroid using man. Steroids can only push a person so much further beyond their limits. Studies show differences between a male at his peak and a woman at her peak, is that shes around 70% him, while studies show a steroid user can gain from 5 to 20%. So there's more unfairness in a man vs woman contest.
