Can i still get unemployment if my work offered me a different position but i decided to take the temp. lay off due to covid19?

If work offered you a position that allows you to maintain social distancing, either by working alone or being able to maintain distance at the worksite, than you would not be eligible for unemployment.
the CARES Act signed Friday allows all individuals in the USA, unemployment if they wish to temporarily leave their job if they are unable to perform social distancing while working.

The unemployment is for people who can't work due to this. You aren't eligible if you have the opportunity to work.

Probably not. You were offered work and declined it. That's called quitting. If you file for unemployment, your employer may dispute your claim because you weren't actually laid off.
