    There were a variety of ways. One way was an official notification to the other nation thru a neutral nations. Such as Germany telling the USA that ships of British registry would be sunk and warned American nationals not to take those ships. Another way was to drop leaflets warning civilians to evacuate a particular area. Any past actions that were considered illegal could be reported to the Hague.
