I thought this President was the "model" of efficiency, which doesn't appear to be so in this pandemic?

No matter who is President they system itself is inefficient.
The FDA can take years to approve a medicine under normal circumstances.
The CDC while good at their job were not and have never had the resources needed to deal with a pandemic of this magnitude.
The strategic stockpiles of medical equipment like respirators was partially depleted when this began.
The Obama administration use a lot of them during a previous mass outbreak.
But they did not replenish them once that was over.
The federal bureaucracy is inefficient and has always has been.

Don't forget that CDC...loaded with public officials and experts were fired when they told the people in the US that they were all set for it. Trump/Pence put together their own team and things happened. They've been doing very, very well. It's like a football game...plenty of expert spectators in the stands.
