How do you declare your business "essential."?

When 'all nonessential business must shut down' is said, is there a CDC agent knocking on the door? Do you then have to make a formal claim that your vegan gluten free snack bar factory is necessary for those people with such a dietary requirement during lockdown?

    Nobody is going to come knocking on your door if there are NO PEOPLE other than yourself there and nobody is visiting you on a regular basis. Food providers ARE ESSENTIALS.

    Not a CDC agent, probably your local police knocking on the door. Are you a factory, or a snack bar?  If both, the factory part can probably stay open, but not the snack bar. You don't declare it essential or not, the state government does.

    You do not declare anything, except perhaps to your employees. There is no CDC agent knocking on the door unless there is reason to think someone got infected at your factory or at least that someone infected was at your factory.

    Food production is essential. The food you are making doesn't have to be "necessary for those people with such a dietary requirement". All people need food. Food is necessary and food production is essential. Milk factories are open too. Not because the customers need milk specifically (argument for another day), but because they need something so they don't starve to death.

    Food processors are considered essential.

    This pandemic is so serious that law enforcement is not bothering to check things closely. Probably any business resembling "essential" is good to go.

    In my state there is a whole list of what businesses are considered essential.
