    Use a DPDT switch.

two pole 3 position switch. Power to both commons. One pole, one end to bow light. Other pole both ends to stern light.

    As another wrote WHY?

Why would you want to do that?  The running lights are either on or off.  One switch should suffice.  If you need separate switches a toggle won't work.  You would need two.

B+ goes to the terminal that powers the other 2 terminals and on one of the other terminals you wire the stern and bow B+ wires and on the remaining switch terminal you run another B+ to the stern

If you'd have typed this question into your search box you'd likely get a schematic showing the circuits.

DPDT with center off is the switch he will need. Bow and stern need to be tied together in one swtich position and stern only in the other on position. Off center.
