Has Yahoo Answers permanently been lost to the mob of trolls? Or can we return this site to something resembling common decency?

No, it has not been lost (but they prolific in some subcategories). There are still a fair number of quality users on the site. If more users would report violations when they saw them, the number of posts that shouldn't be here would be reduced, and some of the trolls would either stop trolling or just move on (it's no fun for them to troll when they get few or no responses and their posts are quickly removed).
Move your question to Yahoo Products>Yahoo Answers as it's currently in Yahoo Products>Yahoo Mail>Abuse and Spam and not applicable to this subcategory (and thus decreases your chances of getting many useful answers).
You can move your question by clicking Edit (pencil icon for mobile)>Edit category just beneath your question, then selecting the category in which it is better suited.
