This questions whether the peron to whom it is directed chose to ignore Berkeley or to not take the Berkeley offer seriously.

blow off means to disregard or ignore. Which is the primary intention in that question depends on the context. Both mean "act like it never happened" (do nothing about it, whatever it was). I had a date but I blew it off to come watch the game. I am such a blow-off, I had a theme paper due in my lit course but I never did it. I just didn't care. I got accepted at Berkeley but I didn't even reply to the offer. Just blew it off.

I am guessing that the person who was asked that was accepted at Berkeley University and ignored it as if it didn't mean anything to them.
