    The length is (9y - 1), the width is 5 .

    Then (18y + 8) is the  perimeter.

    l = length; w = width; P = perimeter.

    Formula: P = 2 * (l + w) = 2 * ((9y - 1) + 5) = 2 * (9y + 4) = 2 * 9y + 2 * 4 = 18y + 8.

    perimeter, P,  = 2(length + width). Here length = (9y-1) and width = 5. Therefore P=

    2[(9y-1)+(5)] =2(9y+4) = 18y +8.
