Yes you can - and, that's true of anywhere in the world.

In fact, if you have a clear line of sight to the satellite, you can get a signal even if you are out on the ocean. A company where I once worked used NAVSTAR for maritime navigation in the Gulf of Mexico. If you can see as many as four satellites in your "constellation" you can get your position to within 0.5 meters anywhere in the Gulf even WITHOUT the special Navy sidebands that let you get closer than that.

Yes. There are a lot of satellites up there and you pretty much can find a signal anywhere there is no obstruction like a building or mountain between the satellite and receiver. That's why you can listen to satellite radio from coast to cost with few dead spots
