What kind of bird is it?

    The hook on the bill and the position of the legs are clues that, as everyone has said, this is a cormorant.

    Definitely a cormorant and looks like a double crested cormorant to me.  In Southern California, they are relatively common.  The first thing I look for is the yellow behind the lower bill.  They don't always have the crests.   Most don't around here.  I saw this one eat that mullet fish a couple years ago.  They can really put away a lot of fish.
