    1.  Fewer sea lion moms

    2.  The sea lion moms are borderline starving (less food in the area).

    3.  Canadians with clubs

The numbers have increased dramatically and reached carrying capacity in 2008, at least California Sea Lions.  After that, it may be the high population resulted in less food triggering less fertility in female sea lions.  Increased number of great white sharks and decrease in available fish prey may also play a role.

Something in the environment decreasing fertility or a disease that prevent pregnancies from reaching full term.
