They can talk in the womb, but don't because it's rude.  Then during birth their soft heads get squished and they lose the ability of speech.  They have to wait for their brains to recover before they can re-learn how to talk.

Babies have to look and listen to us, to learn to talk.

Do you think If you were big and just popped out of nothing, you could somehow talk?  How? Why?  May not even know what your fingers were for, at first?

You can also Pray to GOD about this and see If GOD wants to give you a more detailed or different answer?

They can.  Any parent will know what their baby is communicating to them.  It's called bonding with the child.

Their minds are not developed to form words.

They have not learned the language yet.

Their vocal chords, lips, and palate are not developed enough to form words.
