what is the rationale to call what the substance inside the containment of the Universe"space time",when time is not a substance?

That is why it is called the space time continuum. We cant see magnetic fields, but we can see the effects of magnetic fields. We can measure the forces of electric fields and magnetic fields. We can measure time.
If you want to call the space time continuum something else , fine, but if no one else understands what you ate talking about, you ate unable to communicate and are isolated in your own subjective universe confused, scared, frustrated, angry and eventually powerless.

Spacetime is not a "substance" in the scientific sense.
It is only used that way in astronomy or physics as a figure of speech.
And space is no more (and no less) a "substance" than time is.
