Travel insurance usually includes get-out clauses for anything likely to cause a claim.

    Travel insurance is optional.

Trip insurance is optional; you pay extra for it.  I only buy medical, as I'm older and an evacuee can cost 20K or more.  I generally pay under around $100 for 2 people on a 7 day cruise.  If you are talking about the one with coronavirus, same deal. Some people chose to pay for insurance, some didn't.

They might be but most companies don[t use their insurance unless they are forced to do so.
