    Not at all.

Gardens can be just grass and a shrub or two.

Gardens can be rocks/gravel, with some shrubs/trees.

Gardens can be a large water feature with plantings (flowers optional) around the perimeter.

Zen gardens are usually JUST gravel and large rocks.

What makes a garden BE a garden is the planning that produces visual balance and pleasure. The CONTENTS don't matter so much as they artistic balance.

A xeriscape garden is made of rocks (gravel) and desert-type plants, such as cacti.  Those are popular in places (such as AZ) where the heat is extreme in the summer.

My wife tries to balance it, but consciously plants things that are bee-friendly.

Of course it doesn't. A garden is a place where anything can grow--or nothing!  You can plant trees, vegetables, herbs, have sculptures, artwork--or even just gravel. You have seen pics of Zen gardens, right? These are simply raked sand or gravel--with the occasional small object to set it off and highlight it. Plants can go in pots, or in the ground. Experiment! What pleases and calms you should be what you put in your garden.

No. It can be flowers, or herbs, or vegetables, or plants that never produce flowers, those alone or any combination of those, as long as they are all plants.
