why has virginia stopped paying medicare part b for senior citizens?

QMB is a federal program where the state pays the premiums, copays and deductibles if a person qualifies financially for state assistance. Virginia doesn't have the option of opting out - nor does any other state. However each state can set income limits. If Virginia reduced their income limits then that would result in many people no longer qualifying for the program.
Perhaps you are confusing Virginia's SLMB program with QMB - two different programs. SLMB is for people who don't qualify for QMB. Easy enough to check out - just query "How to qualify for QMB in Virginia."

You have to qualify by low income for your state to pay your Part B. Perhaps if your state was paying your Part B they changed the income threshhold. It is similar to being on Medicaid with Medicare. There are different names for the category. Some call it QMB or Medically Necessary.
