What's the safest, lowest priced fidget toy for a dementia patient?

Update:

I want it to have no rules for its use, but it needs to be stimulating for the memory.

Try "activity Aprons". You can easily Google this to find many varieties. These aprons are very safe and not very expensive. Check them out.

Probably the best thing you would be able to get would be a toy that is meant for a toddler. I am not trying to be mean, but someone with dementia may have a hard time manipulating a device that has small parts, or may not understand or get benefit from something that needs concentration to use. Try looking in the toy section for things that can be easily manipulated by a baby. That way it would be easy for a dementia patient and you would also have the benefit of not losing it easily or have to worry about something with small parts being swallowed. I have left some links for you as examples.
