why doesn't canada have a centralized college entrance exam like most advanced countries do?

Most advanced developed countries of the world have a college entrance exam that is a prerequisite to write before you gain admission to university.

Considering the fact the the public education system in this country is so decentralized and controlled by local school boards, wouldn't it make sense for canada to institute a standardized test such as this one?

It would help evaluate students on a single standard whom of course come from very different circumstances and were taught in very different school curriculums.

also why does canada have the highest cell phone bills in the world? it's cheaper for foreign tourists to use roaming plans then it is for a canadian citizen to use domestic plans.

is canada 3rd world?

    In Canada, education is a PROVINCIAL responsibility. Duh.

    Most countries do not have that, Britain does not for one. 

    So your premise is incorrect from the outset.

    Education in Canada is a provincial thing.  That's what is in our Constitution. There are different systems, and standards in each province (and, territory), so, a standardized, national test would not work.

    Because Canada has not decided that such a thing is desirable.

    Why the cell phone bills are so high is debatable. There could be at least two reasons.

    Canada is not generally considered third world. You can think of it any way you like.

      in Russia l have a 99 rubles a month $1.55 smartphone data plan. America wants you to think it is expensive to operate cell towers. Canada is part of this America...

    Because the score obtained at the end of college is normalized and considered adequate gauge to enter university.

    So far, it has been shown to work.
