have you tried to manually re-light the gas flame?

the pilot-light starter is electric, but you can manually light the gas-flame to heat the water tank.

check the lighting instructions on the side of the tank.

A typical hot water tank is 30 gals or more that can take time to heat fully

It can take several hours to heat the water.

It may have tripped the circuit breaker, reset it.

Use your voltmeter to check that the heater is getting power.

The outage may have damaged the heating element.  Or, have you checked to see if you need to reset the circuit breaker for the water heater?

You can try resetting your circuit breaker but there's a good chance that the element could have been burned out by a power surge

AS ITS HEATERS HAS NO ELECTRICITY TO POWER UP, THAT MEANS LIKE SHUT IT OFF COMPLETELY. THEREFORE, NO ELECTRICITY CAN BE WASTED BY HOT WATER TANK BECAUSE ELECTRICITY WAS NOT EXISTED ANY MORE.
