If it's clandestine, its ethos probably has no qualms with any act that furthers its purpose.

Totally! Have you seen star trek? Primitive cultures almost always respond with fear - throughout our own history the status quo have always persecuted and executed anyone who even attempted to challenge the established doctrine (religion) with any independent thought, questions, science or math. Religion and it's outdated superstitions have no place in the modern world, yet they persist, like a disease, infecting the ignorant masses like cancer.

In order for a government to govern, it cannot be clandestine. It may engage in clandestine activities. It may even have clandestine agencies. But the government itself cannot be clandestine. Also, if our government is trying to be clandestine, it is doing an extremely poor job of it and is the worst kept secret on planet earth as nearly everyone knows about it.
