95 Toyota Camry timing belt issues?

Idid not change a sensor I changed the idler tensor pully and the other bully as well., the water pump and all belts. My issue is I can't seem to get timing correct the camshaft that one is easy the crankshaft is giving me the problem. When I think I have it correct per manual I tried to start car and does not crank over..so I am wondering if I am missing something. Do I need to replace cam sensor before I try to restart? or is it something else I should verify?
