Why the hell does Jacksonville continue to keep Justin Blackmon on their roster if he's 30 years old and hasn't played a down since 2013?

because whenever he decides to come back (IF he does) they and only they have his rights. So either he plays for them or they can trade him and get something for him. So he doesn't get to come back and sign with a competitor.
He may be on the roster but he doesn't count for or against them. They aren't paying him nor is he taking up a spot for someone else.
