When will talking on a cell phone be scorned by society?
There are plenty of behaviors that are scorned by polite society. Saying racist remarks, smoking in an office and touching another person’s private parts while at work and getting extremely drunk are frowned upon.
When will yapping on cell phones for no purpose be similarly frowned upon?
Yes, people have emergencies and mandatory calls for work. That’s fine.
But some people just yap on their phones for no similar reason, and they do so on planes before takeoff, in quiet rooms in airport lounges, in libraries and the like.
When will that kind of behavior be scorned?

Given that cell phones are such an integral part of our fast-paced, modern world, it is highly unlikely their use in any public setting will be completed scorned and rejected by society.

If we're lucky, technology will be developed that puts a "bubble" around cell phones that makes conversations inaudible outside a radius of about two feet.
It will be promoted as a protection for the caller's personal privacy. Nowadays many callers don't give a darn if their highly personal conversations are heard by everybody around them. They know it's rare for other people to protest about it.

It's already very much scorned. The problem is that the scorn of strangers has little effect on most people, and this particular sort of rudeness is mostly inflicted on strangers.
