I am reading a document about electronic devices and I don’t understand the expression in capital letters. I am not a native English speaker. Please, explain this expression to me, thanks:

“Each Party should notify the other Party’s affiliate in the country or, if there is no such Affiliate, the Affiliate WHICH MANAGES THE RELATIONSHIP and is the key contact for distributor or company X, after it becomes aware of any of the following events: liability claims related to the product”

    If you have a problem with the item, contact your country's distributor if there is one. If not, contact their US headquarters.

    Short answer: You need to notify whoever you dealt with to purchase the product if the product is defective.
