What is meant by the phrase "ten pound letter"? In an old British sitcom they were reading a Dear Abbey posting in the newspaper and one...?

....of the characters, appauled by the sexual nature of the letter, made the comment, " and that was a ten pound letter!" Do you know what that phrase means? Thank you!

The sitcom was One Foot in the Grave from 1989 or 1990 if that helps.

    in magazines and newspapers ..they always picked what they considered a star letter ..the best ...and the best letter often won a prize ..in this case £10
