So points are no longer deducted when asking a question? ?
When was this implemented?

It was implemented mid December .
at first many thought it might be a Christmas bonus thing.....like Double Point Decembers of years ago..........but it's now Mid-FEB.........and is still in place........so appears to be a permanent upgrade or change to the rules here.
Of course, the waving Santa thing still works too............so maybe they just haven't gotten around to UN-Doing it yet.

Hopefully when it's resolved, the system will dock people who have asked questions the requisite number of points, so users who have asked ten questions a day will find that they have been docked 3,000 points. It was likely an attempt to entice people to ask more questions, because there wasn't enough activity on the site. Rumors have been circulating that Yahoo is actually paying some users to post questions, but of course that cannot be confirmed, at least not now. The entire point system has become completely useless anyway. In the past, users who worked their way up to Level 7 were afforded privileges that other users weren't - they could not only move questions to different categories, but they were also considered to be more trusted reporters, so if they flagged content it was taken more seriously than if the report came from a lower level user. But now the question moving feature is gone, and malicious reporting trolls are getting longtime users suspended. People can ask questions without losing points, so there's no penalty for asking anymore. There's no difference between having 2,500 points and having 25,000. The answer to "Why did they change it?" is either "they made a mistake and haven't fixed it yet", or "they decided that there weren't enough questions being asked to generate the level of activity they want to see, so they made it easier for people to contribute." They never tell us anything, so we can't know, and probably won't ever know.

Its a Bug that Started Happening about 2 months ago Nobody knows when it will be Fixed if at all anytime soon I suspect Yahoo wont want people to Ask for Free Forever

They did it just before the Christmas Season. Everyone including myself figured it was a Christmas bonus but it never ended after Christmas. Do you also know you get 6 points now if you award the best answer to your question.
