The Jewish People are indigenous to their ancestral homeland of Israel, with unbroken presence there from Biblical times.
(Please see the source which I have put into the “Sources” area of this answer.) Why then do we refer to a “Return” of some Jewish exiles? While there is unbroken Jewish presence in the land of Israel from Biblical times, some Jewish exiles wished to return to their ancestral homeland of Israel. The clue is in the name:
“Jew” refers to the citizens of “Judah” (aka “Judea”) / Israel.
The last indigenous sovereign state (that is, run by the natives rather than a foreign power) in what is now Israel (on which the name “Palestine” was imposed by Roman-occupiers), prior to the RE-establishment of Israel in 1948, was the Jewish Hasmonean Kingdom of Judah (aka Judea); between 110 BCE / 754 BH and 63 BCE / 706 BH It included the West Bank, Gaza, and Golan Heights. Its capital was (what is now East) Jerusalem:

By comparison there has never been a sovereign state of “Palestine” upon which the “Palestinian” Arabs could base any claim to the land of Israel. Following the Ottoman Turkish defeat in the First World War, the League of Nations in 1921 resurrecting the name “Palestine” from Roman occupation, authorized a British Mandate, whose inhabitants were known as:
“Palestinian Jews” / “Palestinian Arabs”. An administrative region, NOT a sovereign state, it was an area that later would be today’s:

The prior Ottoman Turkish empire did not use any such political term as “Palestine”, but rather Ottoman-occupied Judea / Israel was within the Ottoman province of “Syria”.
The “Palestinian” Arabs attempt to justify Arab invasion, theft, and illegal-occupation, of the ancestral homeland of the Jewish People - Israel, by alleging false reverse-fact propaganda that:
the Jews / Israel invaded the land and stole it from the “Palestinian” Arabs.
To promote their propaganda, the “Palestinian” Arabs falsely-allege they were in the land before the Jews, by:
denying the roots of the Jewish People in the Jews ancestral homeland of Israel.
From where did “Palestine” as a name imposed on the land of Israel, come?
The Romans imposed the term “Palæstina” (“Palestine”) on Roman-occupied Judea / Israel, resurrecting the term from the defunct much smaller region of “Philistia” (Hebrew: פלשת , Pleshet), within which had previously been the Philistine five city kingdoms.
[“Philistia” boundaries: From its south (approx. today’s Gaza) from Wadi El-Arish, to its North the Yarkon River (approx. today’s Jaffa), at its East the Kingdom of Judah, and to its West the Mediterranean Sea].
The “Palestinian” Arabs have no connection with the ancient Philistines.

The “Palestinian” Arabs take their name from the British Mandate administrative region, a name ressurrected from “Palæstina”, the Roman-imposed rename of Jewish Judea / Israel - See previous source.
The “Palestinian” Arabs may come from Nomadic Arabs who invaded and occupied the Jewish land of Judea / Israel. However, it is also unclear at what point they arrived there, since they were opposed to being called a “People” until the 1960’s, when they decided it fitted with their intention to steal the land from its indigenous Jews.

Referring to the Bible where it talks about the Jewish People being given the land of Canaan by Allah / God, the noble Quran recognizes that the Land of Israel is given by Allah / God to the Jewish People, saying:

The context from which the extract from the Quran is taken supports that recognition (for example, the previous verse 20 mentions Moses); and if someone alleges that it does not, then the reader should expect them to be able to explain that !

Those born to Israeli parents of course. By definition an Israeli is anyone with citizenship to the state of Israel although Israel is the Jewish State. In Hebrew native Israelis are called Tzabbarim or in English Sabras.
IF you mean genetically or racially the answer would have to be the Jews who are the descendants of the Israelites. An Israelite by definition is a Jew. We don't call Jews Israelites any more since the 12 tribes are no longer distinguishable. Israelis don't think of themselves as a tribe but rather as ordinary citizens of a democratic secular country. This is how they define their Yisraeliyut or Israeliness.Source(s): Orthodox Jew
