Talking bare minimum of options, manual, and smallest engine out there. Even with TTL itll be over the 12k mark.

No new car is priced that low, but there are some stripped out Nissans you can buy for 13 or 14 grand new

Your options are going to be extremely limited.

The only one that comes to mind is a the Nissan Versa - but it's going to be pretty bare bones.  They used to have one for $8K at the dealership in town - it was a five speed manual (which I'm okay with, but a lot of people won't know how to drive), and even had manual crank door windows.

You might be able to find a place that can get you into a car for under $12K with rebates, etc. - but even then you are going to have to pay taxes, and title.

'Certified Pre-owned' might be a good way to go.

    Good luck!

Probably not.  Certainly not one I'd want to drive - save some more money and get more bang for your buck.

You can probably get a heavily discounted prior year base model Nissan Versa or a Mitsu Mirage for that amount.

Move to India and you can buy a new TATA for under $8,000 USD.

It is in the UK. Dacia sell the Sandero model for under £7000.

If so it would be a crap car like a nissan versa. Better to buy a bigger used car.

Probably.  If you do a search you'll see the cheapest US vehicle at $12,815.  With a little negotiating and deal making, that could be under $12k.  Remember, dealers look at the total value to them and not just the sale price.  You may get a sub-12k price with a not-so-ideal interest rate.
