Maybe, depending what "PC" you have.  That is all that can be guessed from your question.

Unsatisfactory answers are blind guesses from no details.

Installing an internal Blu-Ray/DVD drive is fairly generalized because any system that's been made within the last 15 or so years has SATA ports. The case/chassis of your system would need a 5.25" drive bay. You would then need an SATA cable and you need to find an available SATA power cable that's connected to your Power Supply.

There are external drives too but your system would need to have a USB 3.0 port. USB 3.0 ports didn't start appearing on systems until 2010-2012, so if your system is older than that then you may not have a USB 3.0 port.

What if "PC" is not a box, but a laptop?

Assuming it has a dvd / cd drive, it should read / play the dvd, but probably not the bluray.

If you have a BR-reader in your PC, then it will also read DVDs.

If the optical drive associated with your PC can deal with both formats, sure.

Since we don't know what computer you are using, which operating system or what optical drive you have (or want), we have no way to know if "a Blu-Ray + DVD" will work on your computer.
