What creates stereotypes? ?
Is it the way society is? Or is it the media?

The media is society by the way but Stereotypes are a common observation so it does have some truth to it because it's a general observation

It is not society or the media--it is reality. A stereotype exists because it stems from reality. Of course it should be meaningless when judging an individual, but because there is truth behind it--it does exist.

Kernels of truth. Certain characteristics tend to be present or at least are perceived to be present on average in certain demographic groups, and those characteristics get exaggerated.

Often the media and distinctive parts of other cultures we like to pick up on and exaggerate. A lot of stereotypes come from derogatory propaganda cartoons from years back, showing a rival nationality in a conflict of some kind to be an exaggerated, negative caricature of the people they really are.
