If you can grab the end of the splinter, pull it out with tweezers. Otherwise, "pick" it out with a sewing needle.

Use a tweezer to pull it, use a needle to dig it out, soak it in warm water to loosen the skin then pull it out, burn it out, cut off the entire appendage

Some people are good at the credit card trick; you take a card and skim the skin slowly opposite of how the blister entered and it digs it out. I have always sucked at that. If there's enough on the surface, I'll tweeze it out carefully. If not, I will literally dig into my own flesh with whatever I have to get it out. I have an irrational fear of splinters and have nightmares about them staying lodged inside. I'm shaking just answering this.

I might use tweezers or a sterilized needle.
