Is it possible for a cup of water to run out of water by putting your hand in it, drying it, and then repeat the process?

Yes, but it would take many dips.

If you have the time to waste doing this you would think it had worked. This is where people make mistakes. They think if I do A and then B happens A was the cause of B. Not true! Just because you do A and B happens that is not evidence of a causal link.

If you leave the cup of water there long enough the water from it will completely evaporate. If I were you I would put the heating up high and have a fan blowing near the cup. Otherwise, you will be doing this for an extremely long time before all the water is evaporated.
