The issue in question is $1000 damage and higher deductible on landlord homeowners insurance. So LL insurance won't pay.

File with the tenants automobile insurance. If they refuse to pay, bill the tenant on his rent.

Landlord could, 100%, put this through their insurance...their insurance would then sue the owner of the vehicle. If the landlord isnt responsible for the damage and knows who is...why would the landlord bother to pay out even $1...
Renters insurance wont cover this...the damage was caused by a vehicle. Did your brother do this with a vehicle that's uninsured? Are you that guy

If a tenant hits property a car a house anything you call the police and demand the person's car insurance. Your homeowners insurance will also pay some of it after they have taken their deductible but it should not be up to you it should be up to the person that hit the garage his auto insurance has to pay for it

The owner of the garage would have to have insurance on the building.
If they don't, then the landlord has every right to sue the tenant for the damages, and the landlord would win.
