Are universal theme parks geared toward highschool kids?

They are geared toward all ages. My high school age kids LOVE Universal and that's now their resort theme park of choice. But there are things for younger children there as well, and adults can certainly enjoy it too.

As with your question about Disney, they're aimed at kids from about 5 upwards and adults of all ages.
Some of the rides, shows, attractions, etc, are aimed more specifically at younger children, at teens or at adults, and perhaps more of Universal is aimed at teens upwards than Disney is. But if you look at the ages of the guests, you'd see that there are people of all ages, from a few weeks old to many in their 90s.
I wouldn't recommend any of them for under 5s, though. The lines can be hours long, it gets extremely crowded, often very hot and airless, and the whole experience would be very overwhelming for little ones.
Other than that, anyone can enjoy both parks.
