Peter Gore Seer,
Yet Some Questions Just Want Yes Or No Answers.

The minimum was re-initiated here back in early June 2019. Having a character minimum (which the site had years ago, then did away with) is designed to reduce simple point gaming answers as well as chat questions which typically only need a simple yes/no answer.

Some time in September, so a little more than 4 months ago. Verizon/Verizon Media did this to hopefully stop people or cut down on people giving yes/no anzwers on questions that are not yes/no questions and random letter r answers. . Spaces often do not work unless you put something in the fifteenth character space like an emoji or a punctuation mark. Of course some will always point game, but it has cut down a lot if that type of nonanswers.

They started about 4 months or so ago. But the trolls have figured out how to get around it. Your answer must be 15 characters long. However, a space is considered a character. So you put your answer and add spaces to make it 15 character long.

They want answers to be thorough, and not just a few letters to get points. It's not very effective though because if an answer is fewer than 15 characters, it's not difficult to type some random letters just so you can post it.
