Every ALU ever designed has an overflow or carry output.
To design a circuit that does this function means you have to design a full ALU, but one with the carry output, as many different combinations of input will result in a carry.
for example, the 74LS283 is a 4 bit adder with carry. If you connect 4 of these, you get a 16 bit adder with carry out.
to give you a hint of the complexity, below is a logic diagram of the 74LS283 showing the carry out (C4). so if you replicated 4 of these, but just the carry out and carry in, you would have your circuit.
