to you have to tell a person in Ontario why he is being turned down from renting a apartment?

    It's as simple as someone else was more qualified or got their first.

    Not years ago and I doubt the laws have changed but if you must know the current law, consult a lawyer.

    Even if a person must be told, no one always tells the truth.

    No. The landlord or landlord's agent just needs to say they turned the person down. The thing is, there are thousands of legal reasons for not renting to that person, without ever knowing anything about the person.
