Why do police confront homeless people who walk around with a cardboard sign? Is it always illegal for one to do that?

Hang around in Inglewood with a sign, cops don't care. Hang around in Brentwood with a sign, SWAT teams will drop in from helicopters and drag you out hog tied.

In my city they're not allowed to stand on intersections, it causes danger for drivers. They are not allowed to stand in front of a store either.

It's because society in general don't want to confront problems that are difficult to solve. It's easier to just hide those problems as much as possible.

It’s loitering if they do it in front of a business. Homeless people can drive customers away. Would you go to a fancy restaurant if you see a homeless person in the front with a cardboard sign. Probably not.

Many municipalities have laws regarding such activities.
