Long hedge?

I'm doing an English to Finnish translation for class and wondering about this: if someone's "letting their hedge grow too long", in what way is it too long? Is it too tall, are the branches too long, or is the time that it's let grow too long? 

This is from a British book. It's a minor detail but it started to bother me.Thanks so much for any answers you can give! No need to be sure, I just want a native speaker's opinion.

    Hedges are supposed to be trimmed both on the top and on the sides. If someone had let their hedge grow too long, it would be too high on top, too wide on the sides, and too uneven all over.
