survival riddle, care broke down in NYC near times square, what tthree tools might help?
Suppose your car has broken down in busy traffic in New York near Times Square, then it starts running really rough, and then BANG, smoke starts pouring out from under the hood and the car stops. the engine threw a rod and there is a gaping hole in the side of the motor and you have no cell phone and the car battery was destroyed by the engine rod and flames. The horn and lights are all non working.

A high-limit credit card or a hefty bankroll would be the most helpful in this situation. That repair bill will get expensive fast.

If the engine threw a rod that left a hole in the block, the only "tool" you need is a tow-truck to haul away the vehicle. No roadside repair will get the vehicle moving again under its own power, even temporarily...

Screwdriver. Take the license plates off and leave the area quickly. Also remove registration papers and anything else in the vehicle that could identify you.

Have your AAA card handy and get a tow to a garage that can diagnose the problem.

You will need a well equipped garage to replace an engine that threw a rod. None of the items you listed will be of any help.

All of them could be helpful, but none are necessary. I am in Times Square so there is a business with a phone within 100ft of me 24 hours a day. I'm not fixing the car on the street, so I don't need to think about that.

Nothing is going to actually fix this car. It may be tempting to use the lighter to set fire to vehicle. This might bring a firetruck.
Better to use the jumper cables to tie onto the vehicle conveniently in front of you so they can tow you away.
In desperation you could jack the car up and push it off the jack so that it falls and rolls a couple of feet. Repeat, and repeat, until you get somewhere or have a heart attack

Easy, the lighter and the drill. You drill a hole in the gas tank, light the sow on fire with the lighter, wait for the the fire department and police, claim to know nothing, it just blew up and call your insurance company when you finally get home.

None none nothing no tool just a tow truck to a machine shop. even the electric starter motor couldn't move you a few feet the engine is probably locked up.

Well, to fix the car, you're going to need an engine lift at the very least. So your immediate strategy is to wait for the tow truck. That means (1) a lighter, to light up a joint (to pass the time. Hey, you're not going to be driving for a while!), (2) A harmonica. and (3) a flashlight, in case it gets dark before the tow truck comes.
